Getting On the Agenda

Each person addressing the council should approach the lectern and state his name and address for the record. Special equipment (easel, VCR) is available upon request. All remarks should be directed to council as a body and not to any member thereof. Any questions for council members should be asked through the Mayor.

Time Allowed for Speaking

Unless further time is granted by the council, each person speaking on issues not on the agenda can address the council for a maximum of five minutes, regardless of the number of issues he desires to discuss.

Written Petitions / Public Hearings

A person speaking pursuant to a written petition and communication on the agenda or a person speaking during a public hearing is allowed to address the council for a maximum of five minutes unless the council extends his time; provided, however, that the main proponent of any application, petition, or plan that is the subject of a public hearing can be allowed to address the Council initially for a maximum of 10 minutes and later in rebuttal for a maximum of three three minutes.
