About the Department of Human Resources

The City of Colonial Heights Department of Human Resources (HR) works under the direction of the City Manager, providing services and programs to all departments and the city’s workforce of approximately 245 full-time and various part-time / seasonal staff.

About the Director of Human Resources

The Director of Human Resources manages the Human Resources Department and is responsible for the administration of a fair and uniform personnel management system for all employees to ensure the most effective provision of city services.


Responsibilities of Human Resources include:
  • Recruiting and developing the best available employee for each position in the classified service of the city
  • Maintaining a human resources management program that includes on-going analysis of employee classification and compensation, comprehensive benefits, employment policy development and interpretation, training and development, workers’ compensation, employee relations, and records management
  • Providing general support to various departments and employees as to the processing of disciplinary actions and grievance procedures
