ANY MEMBER OF THE PUBLIC addressing the Council shall approach the lectern, give his name and address in an audible tone of voice for the record, AND ADDRESS THE COUNCIL AS A BODY RATHER THAN SPEAK TO ANY MEMBER. Unless further time is granted by the Council, ANY MEMBER OF THE PUBLIC shall address the Council for a maximum of five (5) minutes, regardless of the number of issues he desires to discuss. PROVIDED however, that the main proponent of any application, petition, or plan that is the subject of a public hearing shall be allowed to address the Council initially for a maximum of ten (10) minutes and later in rebuttal for a maximum of three (3) minutes.

AN ORDINANCE NO 22-15

(First Reading) To change from Residential Low Density District to Community Commercial the Comprehensive Plan Land Use Map classification of a 0.277 acre property (which was previously parcel identification number 3000050000B) owned by the City of Colonial Heights, which is known as 115 Dupuy Avenue, and is now part of parcel identification number 3000050000D and part of Lot D, Carterette Subdivision; and to amend the Land Use Map accordingly.

B.

AN ORDINANCE NO 22-16

(First Reading) To change from RL – Residential Low Density District to BB – Boulevard Business District the zoning classification of a 0.277-acre property owned by the City of Colonial Heights, which is known as 115 Dupuy Avenue, and is now is part of parcel identification number 3000050000D and part of Lot D, Carterette Subdivision; and to amend the Zoning District Map accordingly.

AN ORDINANCE NO 22-FIN-10

(Second Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by appropriating $148,885, consisting of 1) $612 in donations from the Youth Advisory Council fundraiser to Human Services; 2) $1,060 in State Asset Forfeiture Funds to Public Safety; and 3) $147,213 in unassigned fund balance for emergency storm sewer repair.

B.

AN ORDINANCE NO 22-14

(Second Reading) To amend §§ 277-8 of Chapter 277, Water, of the Colonial Heights City Code to authorize debit cards, credit cards, and acceptable electronic methods as additional means of payment for utility bills and to increase the charge for the City Manager or his designee to continue service during a delinquency.

A.

AN ORDINANCE NO 22-17

(First Reading) Approving the City’s Membership in the Virginia’s Gateway Region Industrial Facilities Authority.

B.

AN ORDINANCE NO 22-FIN-11

(First Reading) To amend the General Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by $815,450 consisting of: 1) a $11,508 payment from the National Opioid Settlement, 2) $8,030 from asset forfeiture funds to replace outdated physical fitness equipment, and 3) $795,912 in prior year encumbrances.   

To amend the Recreation Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by appropriating $3,364 in prior year encumbrances. 

To amend the Stormwater Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by appropriating $8,037 in prior year encumbrances.

To amend the Water and Sewer Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by appropriating $41,311 in prior year encumbrances. 

To amend the Emergency Response Fund Budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023, by appropriating $75,620 in prior year encumbrances. 

 

C.

A RESOLUTION NO 22-39

Authorizing the City Treasurer’s Office to become a License Agency of the Virginia Department of Motor Vehicles; approving the “Commonwealth of Virginia Department of Motor Vehicles License Agent’s Agreement”; and authorizing the Treasurer to sign such Agreement and the City Manager to consent to the Agreement.
