The City will be implementing a 35 cent per pack cigarette tax effective July 1, 2019. This new initiative was adopted with the City’s FY19-20 Budget after a public hearing on April 23, and represents an effort to diversify the City’s tax base and prevent increases to the City’s real estate and personal property tax rates.
Customers will notice a new stamp affixed to cigarettes sold in the city in one of two designs: a star with “23834” in the center, or a city seal in dark tan. Retailers are responsible for ensuring that these stamps are affixed to cigarette packs purchased for resale after July 1.
Retailers & distributors have been sent order forms (Click here to access) for stamps, and are encouraged to contact the City’s Billing and Collections office to purchase stamps at 804-520-9320. Questions can be directed to the Finance Department at 804-520-9332.
