1. When do I need a building permit?

Whenever you construct, reconstruct, enlarge, alter, or demolish a structure, a permit is required prior to starting the work. Permits are required for the following activities:

Build a new house
Build an addition to an existing house
Change an existing deck to a Florida room (sunroom)
Build an attached or detached garage or carport
Turn a garage into livable/habitable space
Build a porch, screened porch, deck, associated steps, or a ramp
Build a shed
Finish off an unfinished room, attic, basement, or room over a garage

Install a pool, hot tub, or spa

2. What types of permits are available?

There are several types of permits that might be necessary for any residential project depending on the scope of work being done: Building Permit, Electrical Permit, Gas Permit, Mechanical Permit, Plumbing Permit, Demolition Permit.

City Assessor

1. What is the tax rate per $100?

The tax rate is set and approved annually by City Council. It is currently $1.14 per $100 of real estate value.

2. How often is the ownership data updated on the Assessor's database?

The assessor obtains new transfer and new ownership information weekly from the Clerk of Circuit Court. This means the data is usually only one week behind.

3. How was my real estate value determined?

Most properties are valued using the sales comparison approach. This method compares your property to others that have sold recently. These sales must be verified by the assessor to determine that they are valid arms length transactions, which is what a willing buyer is going to give a willing seller for the property.

4. Why did the value of my home change?

The Assessor did not create the value of your home. People make value by their transactions in the market place. The assessor simply has the legal responsibility to study those transactions and appraise your property accordingly.

5. How often is property re-assessed?

The City Code of Colonial Heights has determined that the general reassessment will occur biennially (every two years on even years). The latest assessment was effective January 1, 2012.

6. If I construct a new addition to my home, will it immediately increase the value?

Values do increase between general reassessments when the homeowner builds additions, decks, garages, etc. When the Assessor gets the Closed Building Permit, he visits the property and assesses a new value and a new notice of such value is sent to the owner the month after the permit is closed.

Commonwealth's Attorney

1. Why do I have to come to court as a witness?

In criminal cases, evidence must be presented by witnesses present in court for the trial. Unlike civil cases, depositions are not allowed. A victim must ordinarily appear in court to testify as to value of items stolen, lack of permission, and other circumstances to establish that a crime occurred.

If we know in advance that a guilty plea will be entered, we can often excuse witnesses from appearing. A witness subpoena serves as your notice to appear. Your presence after conviction at sentencing and motions hearings is optional unless you receive a subpoena.

2. What is a subpoena?

A subpoena is a court order to appear in court and give evidence (testimony). There is also a subpoena duces tecum that orders the production of records.

3. What if I need an interpreter in court?

If we subpoena a witness and an interpreter is needed, please let us know as soon as possible. The court can provide interpreters, when needed, provided there is advance notice. There is also a language "hot line" available for the court to obtain immediate translation services.

4. What happens if I ignore a subpoena?

When a subpoena is properly served, you have notice of its requirements. If you knowingly fail to comply with a subpoena you may be held in contempt of court and may be subject to a fine and/or jail.

5. Can my employer legally fire me for appearing in court as a witness?

The Virginia Code gives protection to witnesses who are required to appear in court. Except for someone charged with an offense, a person "shall neither be discharged from employment, nor have any adverse personnel action taken against him, nor shall he be required to use sick leave or vacation time, as a result of his absence from employment due to such jury duty or court appearance, upon giving reasonable notice to his employer of such court appearance or summons." The statute applies where there is a written requirement for a court appearance. See Virginia Code § 18.2-465.1. Violation of this law is a class 3 misdemeanor.

6. I was recognized for a court date. What does that mean?

A recognizance means that you have been notified by the clerk or judge of a new date for your trial or hearing, and you must appear at the new time or be subject to contempt of court. You will be asked to sign a recognizance form. It has the same effect as a subpoena that is served on you, and means that you must appear for the trial. You may not receive a subpoena or any further notice of the trial or hearing time but you remain under a court order to attend.

7. Why are cases continued?

Cases are continued for a variety of reasons, but it is our goal to minimize continuances and the disruption they cause you. Cases may be continued due to sickness of a witness, attorney or the defendant, because a necessary witness has failed to come to court, or because an attorney is not available for the trial date and time.

8. Suppose I receive a subpoena for a court appearance and cannot come to court when the case is scheduled?

You should contact this office immediately if the subpoena was issued by the Commonwealth. If it was issued by the defendant, you should contact the court or the defendant's attorney immediately. We can usually continue cases when compelling circumstances exist. However, we need a court order and may need the consent of the attorney on the other side of the case, so please give as much notice as possible.

9. What compensation is available to crime victims?

Crime victims may file for state compensation for medical bills and certain other losses due to a criminal attack. Please call our Victim Assistant specialist at (804) 520-9258 for details.

10. How does the Commonwealth's Attorney assist crime victims?

The Commonwealth's Attorney employs a Victim Assistant specialist to assist victims with their questions, prepare them for court and help them file claims for compensation.

2. When should I call 911?

911 if for emergencies, potential emergencies or when an emergency is imminent. Call 911 for medical emergencies, fires, crimes in progress and situations which are life threatening. If you are unsure, call 911 and the dispatcher will be able to assist you.

Do not call 911 to report electrical outages, barking dogs or for general information.

3. When I call 911, what should I do?

Remain calm and speak in a clear voice. Do not panic or yell or into the phone. This will make it extremely difficult for call takers to understand what you are saying. Answer all of the call taker’s questions such as, what happened, where did it happen, are there weapons, are their injuries, who is involved, are the suspects still there, etc.

4. If I dial 911 by mistake, what should I do?

Should you accidently dial 911 in error, DO NOT HANG UP. Please stay on the line so a call taker can ascertain if everything is ok. They will also verify information with you such as the number you are calling from and the location. If you hang up, we will attempt to call you back to make sure everything is ok. Should we be unable to make contact, we will dispatch a police unit to check on your welfare.

5. What happens when I dial 911 from my cellular phone?

When you call 911 from your cell phone, the Dispatch Center it is routed to depends on which cellular tower you are close to. If you are in Colonial Heights and dial 911, you may possibly be connected with Petersburg, Chesterfield or Prince George instead of Colonial Heights. DO NOT HANG UP! The call taker will transfer you to the correct locality.

6. Can you tell where I am when I call 911 from my cell phone?

The Colonial Heights Emergency Communications Center’s Computer Aided Dispatch System is equipped with mapping software which is integrated with our 911 equipment. When you call 911 from your cellular device, your location is automatically plotted on a map using longitude and latitude.

7. Can the Colonial Heights Emergency Communications Center communicate with the hearing or speech impaired?

Yes. Our 911 equipment is equipped with Telecommunication Device for the Deaf which enables us to type information to callers. Our personnel are also trained to handle Video Relay Service calls.

8. Why do I reach Emergency Communications when calling after hours about my utility bill?

Since the Emergency Communications Center is staffed 24 hours a day, 7 days a week, we have the responsibility to answer calls concerning utilities such as water or sewer problems. If your water has been cut off, please provide your name and address to the Emergency Dispatcher so someone can be contacted to respond to your location. Water will not be turned back on after 7:00 PM and arrangements must be made the following day.

9. How do I contact a magistrate?

The Magistrate’s office is located in Chesterfield County. They can be reached at (804) 748-1410.

10. Where can I find information on road conditions?

Visit 511 Virginia (a service of the VA Department of Transportation) for road conditions and traffic alerts.

11. Who do I contact if my electricity is out?

Contact Dominion Virginia Power at 1-888-667-3000. This is their 24/7 phone line for reporting outages, downed power lines or other emergencies.

12. What is the Keepsafe Program and how can I enroll?

The Colonial Heights Emergency Communications Center offers a service, the Keepsafe Program, to citizens who live alone and have medical conditions. Emergency Dispatch personnel will make regular phone calls to check on those enrolled. If contact cannot be made, a police unit will be dispatched to check on the welfare of the individual. EMS Fare Care

1. Why does the City have EMS Cost Recovery?

Colonial Heights is joining a growing number of area localities that are seeking recovery from insurance providers for the costs of emergency ambulance transportation. Most health insurance policies already provide this coverage, which is included in your monthly premiums.

Insurance companies/citizens will be charged according to the type of service received and the distance of transport to the hospital. Charges will be billed to the patient’s health insurance provider, Medicare or Medicaid. Patients without health-care coverage will be billed directly. If an ambulance responds, but the patient is not transported, there will be no charge.

2. What if I don’t have insurance and I can’t afford to pay?

All patients will be treated, and if necessary, transported to a hospital emergency department. Always call 911 in an emergency, regardless of your billing concerns. Our first priority is your health and safety, not Cost Recovery!

Citizens who disclose financial hardships will be billed accordingly, using an “ability-to-pay” scale.

All citizens will be encouraged to subscribe to Fare Care, a yearly subscription plan designed to help pay emergency medical transport expenses not covered by their health care provider, Medicaid or Medicare.

3. How does the billing process work?

The process is similar to going to your health care provider. After a citizen has received emergency ambulance transportation to a hospital, a claim is filed with the patient’s health insurance carrier. Patients receive a benefit statement from their health insurance carrier explaining the amounts on the claim and what expenses the health plan will cover. The statement may also show a “balance due.”

Fare Care subscribers will not receive a bill for emergency ambulance transportation. Their expenses are covered under their yearly subscription fee. Patients who do not subscribe to Fare Care will be responsible for any amounts due.

Fire & EMS

1. Do you bill for hospital transports, and if I don't have insurance, will you still transport me?

The city does bill for Emergency Medical Services only if you are transported to a hospital. If you do not have insurance, you will still be transported to the hospital of your choice, taking in consideration the seriousness of your condition. All billing inquires should be directed to the Fire Administration Office at (804) 520-9387.

3. What fireworks are allowed in Colonial Heights?

Colonial Heights allows all State permissible fireworks: sparklers, fountains, caps. Anything that explodes, rises into the air, or shoots a projectile is not allowed. Possession, use, or igniting non-permissible fireworks is a Class 1 Misdemeanor.

4. Can I burn leaves or brush in the City?

The City of Colonial Heights follows the State Fire Code, which has several limitations on controlled burning. In most cases a permit will also be required. You must contact the Fire Prevention Office at (804) 520-9376 to review the requirements before having any type of controlled burning.

5. Are campfires allowed in the City?

Recreational fires or camp fires are permitted in Colonial Heights as long as they are three feet or less in diameter and less than two feet in height. The recreational fires shall be more than 25 feet from any structure or other combustible materials. Open burning in an approved barrel is allowed at construction sites, as long as the fire is 15 feet from any structure or combustible materials. Anything else requires a permit from the Fire Department.

6. Why did a fire engine come to my house when I called for an ambulance?

During the day your fire department may experience high call volumes at which time there are no more ambulances available in the City to respond to your home or business. The fire truck responds with the same highly trained EMS personnel and equipment that our ambulances carry. They just cannot transport you to the hospital. A mutual aid ambulance will be called in from one of our surrounding communities so that you can be transported to the hospital. You may also see a fire truck respond with a Colonial Heights Ambulance to your home, this may occur when the nature of the call requires additional EMS personnel to assist with patient care (i.e. heart attack, cardiac arrest, or lifting assistance).

7. If I have a fire at my home, is there a charge for Fire Department response?

No, all fire protection is funded through tax dollars. However, discharging of hazardous waste and malicious fires are chargeable.

8. Will the Fire Department remove an animal from my house?

Yes, the Fire Department will remove rodents and exotic animals if it can be done safely. If the animal cannot be removed without risk to personnel, guidance will be given to locate a professional company.

9. Does the fire department give out free smoke detectors?

The fire department offers free smoke detectors and batteries for those residents that cannot afford them. The fire department will also install smoke detectors or batteries for residents that need assistance. Please call (804) 520-9387 for assistance. The fire department will not provide smoke detectors or batteries for rental houses, apartments, or businesses. In these cases, the landlord is required to provide a smoke detector. If you rent, please contact your landlord for assistance. If you cannot get assistance from the landlord then contact the Building Official's Office.

10. Can I use a gas or charcoal grill at my apartment?

No. Charcoal burners and other open flame cooking devices shall not be operated on combustible balconies or within 10 feet of combustible construction. LP-gas (Propane) burners having a LP-gas container with a water capacity greater than 2.5 pounds shall not be located on combustible balconies or within 10 feet of combustible construction.

11. I have information about a fire or possible arson, who do I need to call?

If you have any information that may be helpful in solving a fire or possible arson, please contact the Fire Marshal's Office at (804) 520-9376 or Crime Solvers at (804) 748-0660. If the information leads to the arrest and conviction of those responsible, you could receive a cash reward.

12. Why do fire trucks and ambulances from different localities come to my house?

During high call volumes we may have to call other agencies to respond to your home or business because all of our ambulances are busy assisting other patients. The Fire Department has mutual aid agreements with other agencies that automatically give us additional equipment and manpower on certain call types in the City such as structure fires, large vehicle accidents, and hazardous materials calls.

13. Will the Fire Department conduct a Fire Inspection on my residence?

Yes, the Fire Department will conduct residential fire inspections. To set up an appointment call the Fire Marshal's office at (804) 520-9376.

14. What are the requirements for smoke detectors in a residence?

A smoke detector is required in every bedroom, outside every bedroom, and on every floor of the house, to include basements and attics that may be occupied.

15. Do I need a carbon monoxide detector in my residence?

If you have any fuel burning appliance, i.e. natural gas, propane, heating oil, kerosene in your house then you need to have a carbon monoxide detector. The fire department will offer free detectors to those that cannot afford them. If you rent, then you should request one from the landlord. However, current building code and fire code does not require one to be installed.

16. Does the Fire Department install child safety seats in vehicles?

Yes, the Fire Department has qualified staff to install child safety seats. It is recommended that you call Fire Administration and make an appointment for the installation at (804) 520-9387.

17. Are there Fire Department requirements for the construction of a building?

The fire department requires that you meet the current edition of the Building Code, Fire Code, and NFPA where applicable. In addition, the building design must meet the fire flow requirements, fire hydrant location, and fire access road design of the current edition of the IFC. All plans are submitted to the Building Official's Office. All permits are issued by the Building Official.

Home Repair Grant

1. What kinds of repairs or improvements are eligible for a home repair grant?

Eligible activities or repairs include but are not limited to unsafe electrical, heating or plumbing systems, faulty roofs, faulty porches and steps and lead-based paint testing. Ineligible activities consist of any unnecessary physical improvements, any repairs of a cosmetic nature, repairs to sheds, and repairs to garages or any structure not attached to the living unit.

2. What are the income requirements for a home repair grant?

Homeowners must be at or below 80% of the current Fiscal Year area median income. The total household income is based on the number of people living in the home and is adjusted yearly by the Dept of HUD.

3. Where does the money that pays for services provided by the Home Repair Program come from?

The Home Repair Program is funded entirely with federal Community Development Block Grant (CDBG) dollars. The level of funding is re-determined each year by the federal government.

4. Whose income do I have to include when applying for the Home Repair Grant program?

Income from all sources for everyone age 18 and over who lives in the household must be listed on the application.

5. Is anyone eligible for the Home Repair Program?

No. The house must be a single-family, owner occupied dwelling located within the City of Colonial Heights. Although the program is available citywide, priority will be given to households in the Violet Bank-Flora Hill and Shepherd Stadium Districts, first time applicants, persons who are elderly or disabled, and to those needing repairs that threaten the safety or well-being of the household members.

6. Do I have to pay the City back for any of the work done to my home with a CDBG grant?

This is a full grant of up to $8,000. However, to prevent owners from simply selling the property and profiting from the CDBG-funded improvements, the owners must repay the program if they sell the property within five years. Part of the owner's obligation is forgiven each year they live on the property. Please review the application for further details.

7. Will the CDBG Home Repair program provide material so I can do all or some of the work myself?

No, all work must be done by program participating licensed contractors.

5. How do I obtain a work permit for a teenager?

In Virginia, a work permit is required for minors aged 14-15 prior to beginning work. Work permits can be obtained from most public middle schools and high schools, and some private schools. 6. How do I find out about the status of my employment application?

All applications received are acknowledged with a postcard, a first class letter, or an email. If you are selected to participate in an interview or testing process, you will be contacted by the hiring department at a later date to make the necessary arrangements. All candidates will be notified of their status at the end of the selection process, which may take up to 4 weeks after the recruitment period ends.

7. What is the screening process for applications?

Applications are forwarded to the hiring department for screening. Applicants selected for an interview are contacted directly by the department. Those who are no longer under consideration will be notified by postcard, first class letter, or email from the Human Resources Department.

1. Does the library accept book requests?

Yes, we do accept requests for books and audio CDs. Fill out our Online Request Form or visit the Library to fill out a form at the circulation desk.

2. How do I apply for a library card?

You may download our Library Card Registration Form and bring it to the circulation desk at the Library. The process only takes a few minutes, and requires a photo ID along with verification of residency. Library cards are free to residents of the City of Colonial Heights and also free to residents of Chesterfield County by reciprocal agreement. Library cards are available to non-residents for an annual fee of $25.00.

3. What if you don't have the book I need?

Each request is reviewed and purchased based on popular demand. If it is an older title we will submit the request to another library for Interlibrary Loan purposes.

4. Does the library offer wireless internet service?

Yes, the library offers wireless internet service. A high-speed internet connection is available anywhere in the library.

5. May I bring in my old books to donate to the library?

Donations of books are gratefully welcomed and may be dropped off at the library at any time. Donated materials become the property of the Library and may be added to the collection or sold at the Library's discretion. Receipts acknowledging donations are available. The Library does not assign a monetary value to donations.

6. Does the library offer notary service?

A notary is available at the library - please call in advance for this service, (804) 520-9384.

7. Does the library have a public computer center?

The library's Public Computer Center is open to those with library cards, and provides users with Internet access and a full array of office suite applications. There is no need to make a reservation and there are no limits on how long a person may use a computer. There is a cost of 10 cents per page for printouts from the computer center.

8. Do you have a meeting room for public use?

Yes, when you add a new fence (which is not part of a swimming pool enclosure). Fences must be 7 feet or less in height for side yards and rear yards, and 42" or less in height for front yards. Also, refer to subdivision covenants (if applicable).

10. What kinds of repairs or improvements are eligible for a home repair grant?

Eligible activities or repairs include but are not limited to:

3. Is hunting permitted in the City of Colonial Heights?

Yes, Urban Archery season is September 3 through September 30 and January 9 through March 31 within the incorporated limits of Colonial Heights. There is however, no hunting on City property. Hunters must gain written permission from private land owners and carry it with them while they are hunting. In addition to urban archery season, archery deer hunting is also allowed during the early archery season and the general firearms deer season. No other hunting is permissable at any time.

4. I forgot to display my handicap placard and received a ticket. Is there anything that can be done?

If you bring the ticket and your placard to the Police Station, the on-duty supervisor will void the ticket.

5. Where can I go to get my fingerprints taken for a new job?

The Police Department will do your fingerprints if you are a resident of the city, work in the city, or applying for a job in the city. The fee is $5.00.

6. Where can I obtain information on your City's crime statistics?

You can obtain crime statistics from the Police Records Division. They can be reached at (804) 520-9305. Their operating hours are 8:00 AM to 4:00 PM, Monday through Friday.

7. How do I contact the Police Officer who is handling my case?

You can contact the officer by calling dispatch at (804) 520-9300 to see if the officer is working. If the officer is not working, you can leave a message for him or her.

8. How do I get an alarm permit?

Applications for alarm permits may be picked up at the Police Station during business hours. Or, contact the Police Department at (804) 520-9300 with your mailing address and we will send you one.

9. How do I hire an off duty Police Officer for security?

Look for the "Police Permits" section on the website. Click on the document titled "Guidelines and Application for Employing Off-Duty Officer". Complete that form and submit it to the Captain of the Operations Bureau.

10. Does the Police Department have a Citizen's Ride-Along program?

Yes. Anyone over the age of 18 is eligible to ride. An application must be filled out and submitted to the Chief of Police for approval.

11. Am I required to register my bicycle in the city?

Yes. All bicycles are required to be registered through the Police Department, and a license decal is issued to be displayed on your bicycle, which will also aid in the location of your bicycle in the event that it is lost or stolen. You may register your bicycle during normal business hours (Monday through Friday from 8:00 am to 5:00 pm) at the Police Department at 100 A Highland Ave. The fee is $1.00.

12. When I am on vacation, can I request that the Police Department check my home while I am gone?

Yes. Property check forms are available at the Police Station during normal business hours.

13. Do animals have to be registered in the city and what is the process?

All dogs and cats over four months old must have city tags. In order to obtain a tag you must provide documentation on current rabies vaccination. Tags are obtained through our City Treasurer's department at a fee of $2.00 for all spayed or neutered pets and $10.00 for non-spayed or non-neutered pets.

14. How can I obtain a copy of an Accident Report?

1. What are the hours of the City's Recycling Center?

Recycling Center hours are 8:00 am to 12:00 noon and 1:00 pm to 5:00 pm on Friday and Saturday. The center is closed 12:00 noon to 1:00 pm for lunch.

3. How can I dispose of household items that won't fit in my trash cans?

Please call Central Virginia Waste Management Authority's Collection Hotline at (804) 425-0500. Limited amounts of bulky waste (furniture, water heaters and appliances) will be collected at the curb on your regular collection day. The amount should not exceed the capacity of a 1/2 ton pickup truck.

Appliances that contain Freon (refrigerators, freezers, air conditioners) require special handling. You must pay a $10 fee for the safe removal of the Freon prior to pickup. Submit your fee to the City of Colonial Heights Treasurer's Office. Put the receipt in a zip top bag and place it inside the appliance on the day of collection.

Collection of large amounts of bulky material (or more than would fit into a pickup truck) must be arranged in advance. A fee may be charged. Collection may occur on a day that is different from your regular collection day. For more information visit www.cvwma.com.

4. What time of day should I put my trash cans on the street?

Household cans can be placed out at the curb after 12:00 noon the day before pickup and must be taken back before 7:00 pm the day after collection.

5. How do I get additional waste cans and what is the cost?

6. What is the collection day for household trash?

City drainage maintenance is limited to flood control and prevention. As such, City drainage maintenance is restricted to removing major obstructions from drainage areas, basin cleaning and shoulder maintenance. Most drainage areas (creeks, easements, etc) are located on private property and are owned by the adjoining home or property owner. As a result, vegetation, erosion control, and removing obstructions are the responsibility of the individual property owner.

11. Who do I contact about having a tree trimmed or removed from a public right of way?

The City is responsible for the trimming/pruning and removal of dead trees located in City right-of-ways. The City Code, Chapter 262: TREES (section 262-3) states: It shall be unlawful for any private individual, contractor or firm to trim, cut or remove any tree which is within the public right-of-way, or the trunk of which is within the right-of-way, without first having obtained a permit from the City Manager.

12. Who is responsible for repairs to an existing driveway or the installation of a new one?

The property owner is responsible.

13. How do I determine if a tree is on city property?

14. How do I get my leaves removed from the sidewalk/roadside in front of my property?

During leaf collection season, property owners may rake leaves may to the curb (not into the street) and the City will come through your neighborhood during the weeks scheduled (published in the newspapers, City's web site, etc.) and collect them. You may also put them in bags and put out on Wednesday for collection anytime to be picked up by the trash collection contractor.

15. Who do I contact about a sidewalk that is broken?

The City is responsible for repairing sidewalks, curbs and gutters located in the public right of way. After receiving a report of damage, a supervisor will inspect the area and place the damaged location on a priority schedule. Due to limited funding, we are only able to repair a limited number of sites every year. Repairs are prioritized by a number of important factors, including the extent of damage and the site's proximity to schools, churches, and other public buildings. Of course, especially hazardous sites are repaired immediately. If you would like to know where your request is on the schedule, please call the number listed above. If you believe the damage is due to a City owned tree, please be sure to notify us. If tree roots are causing the damage, the City's Tree Inspector will first assess the situation to determine a course of action (root pruning, removal, etc.). Because the City takes great pride in its trees, the tree in question will not be automatically removed. Each situation must be evaluated individually to determine the best approach.

16. How often are the streets swept in our neighborhood?

City streets are typically swept once a year during the fall leaf removal season. In addition, the City often sweeps streets after major storms.

17. How do I report a pothole or other depression that needs to be fixed?

18. When will my street be treated and/or plowed?

Rental Inspection Program

1. What fees are involved with the rental inspection program?

There are no fees associated with the initial or first re-inspection. A re-inspection fee of $100.00 will be charged on the second re-inspection and subsequent inspections if required, to ensure compliance.

2. What is the frequency of inspection for a rental unit in the rental inspection program?

The inspection will be conducted every four years based on the expiration date of the certificate of compliance. However, properties that have no or limited numbers of minor violations that do not affect the safe, sanitary, or decent living conditions on an initial or periodic inspection will be issued a four year certificate of compliance (exemption from inspection). The only way that you can lose your exemption is by having a violation cited of the Virginia Uniform Statewide Building Code during the four year exemption period or if you fail to correct cited minor violations in the time period provided after an initial or periodic inspection.

3. What happens if a rental unit loses the four year exemption from the rental inspection program?

The property reverts back to an annual inspection status. An exemption can again be achieved by receiving a passing grade on the next or future periodic inspection.

4. What do I do if I sell a rental property in one of the rental inspection program districts?

If you sell a rental to another person, the new owner is to notify the Building Inspections Office within 30 days of the sale. It would be helpful if the previous owner would give us call to let us know that they no longer own the unit.

5. What happens to a rental property owner if they fail to notify the city about their property?

If the property is located in one of the rental inspection program districts, owners that fail to comply with notification requirements could be subject to a $50.00 penalty. The city may also initiate other court proceedings to insure compliance with the program. However, we realize that some people that may purchase or convert future units may not be aware of the program. In these cases, we would provide notice to the owner giving them thirty days to properly notify us of their rental unit.

1. What are the hours of operation for Senior Transportation?

Senior Transportation operates 8:00 am to 4:00 pm, Monday through Friday, except on City Holidays.

2. Do individuals who are in wheelchairs need a companion in order to utilize transportation services?

Yes, a companion must accompany an individual in a wheelchair for our insurance purposes.

3. What are the requirements to qualify for senior transportation services?

An individual must be 60 years of age or older and a resident of Colonial Heights to qualify for senior transportation services.

4. If there is inclement weather, do you still operate Senior Transportation?

The transportation department operates on the same schedule that the City of Colonial Heights Public School Bus transportation uses. Therefore, if the school buses do not operate, we do not operate either.

5. Do I need to make an appointment in advance for Senior Transportation?

All appointments for Senior Transportation must be made at least 24 hours in advance, unless it is a medical emergency.

6. Is there a fee to use Senior Transportation services?

A donation of $1.00 is strongly suggested per ride.

2. How do I visit an inmate in jail?

ALL inmate visitations must be arranged through the Riverside Regional Jail, NOT the Colonial Heights Sheriff’s Office. Prior to your visit, the inmate must sign you up for a specific date and time on the visitation schedule. Visitors must be 18 years of age unless accompanied by a parent or guardian.

3. What items are not allowed in the Courthouse?

By court order, the following items are NOT allowed in the Courthouse:

4. Does the Sheriff authorize any alternative sentencing programs?

Work Release and Weekend Confinement are the only two alternative programs currently approved by the Colonial Heights Sheriff’s Office. Home Incarceration or Electronic Monitoring is NOT offered by the Sheriff’s Office at this time.

Individuals wishing to participate in Work Release must have a sentence of 12 months or less and have verifiable employment or be currently enrolled as a full time student. Participants are subject to random drug and/or alcohol screening and must meet all required rules set forth by Riverside Regional Jail policy.

Individuals wishing to serve their sentence on weekends must have received a sentence of 60 days or less. If you were convicted of a felony, you are NOT eligible for weekends. Any person convicted of a crime of violence, resisting arrest or any crime which reasonably threatens the public safety will not be eligible to participate in any alternative sentencing.

5. Can I be notified when an inmate is going to be transported or released from jail?

The Sheriff's Office does NOT give out advance notification of inmate transports or release dates.

6. When are dog and cat tags due?

Annual Dog and Cat licenses go on sale November 1st and are due on or before Feb. 1st.

7. Does Colonial Heights still require City Decals?

Colonial Heights requires a permanent City Decal. This decal has no expiration date. There is a renewal fee each year for this decal, which is included on the June 5 Personal Property tax bill.

7. Are adjustments made due to a plumbing problem?

Adjustments are made on the sewage portion of the bill if the water leak results in no discharge into the sewage system, which is typical of most pipe leaks. 3. Do you offer tutoring programs for children with academic problems?

5. Where can I find jobs available for teens and are they required to have a work permit?

We have a "Jobs for Teens Manual", which lists area businesses who will hire teens. This book is located at the Office on Youth, the Public Library, and the Guidance Offices at CHHS and CHMS. If you are only 15 years old, you will need a work permit, which can be obtained at CHHS Technical Center.

6. Where can I receive help as a victim of domestic violence?

Please contact the James House at (804) 458-2704, the Chesterfield County Safe House, and/or the Colonial Heights Victim Witness Program Director at (804) 520-9258. If you are in need of medical attention, call 911. If the perpetrator is in your home now, call 911 and leave. If you have children who have witnessed the domestic violence/abuse, the REACT Program can benefit them.

7. Where can I get information or assistance for teen pregnancy?

You may call the Colonial Heights Health Department at (804) 520-9380 for an appointment. Another resource is the Pregnancy Crisis Center in Petersburg at (804) 861-5433.

We offer a Resource Directory online which has a listing of area counselors. If you have no insurance, we can refer you to District 19 - Colonial Heights Counseling Services. We also suggest that you contact your school guidance counselor.

9. How do I obtain custody or get needed child support?

Contact the Juvenile Probation Officer at (804) 520-9355 for information on custody issues. The Chesterfield/Colonial Heights Department of Social Services can assist a parent in getting child support. Their office may be reached at (804) 748-1100.

Youth must have reached their 11th birthday by the end of the class. In order to receive American Red Cross certification, they must attend all 4 sessions.

14. How do I join the Youth Advisory Council (YAC)?

A YAC application is available online or we can mail one to you. Please return your completed application to the Office on Youth, P.O. Box 3401, Colonial Heights. You will be advised of upcoming meetings. The Youth Advisory Council normally meets the first Monday of each month.

15. Is there a curfew for youth in Colonial Heights?

There is a curfew in Colonial Heights between 12:00 am and 5:00 am everyday for youth ages 17 and under. There are exceptions - please refer to the Colonial Heights City Code, Chapter 116: CURFEW, for details.

In addition, Southpark Mall has a Youth Escort Policy (YEP) in effect on Friday and Saturday evenings after 6:00 pm requiring juveniles to be escorted by an adult within the mall or on mall property. Visit Southpark Mall Security Policies for details on the YEP policy.

18. How do I get my child involved in the Kids' After School Program?
