About the Commissioner of the Revenue
The Colonial Heights Commissioner of the Revenue is an elected city official responsible for the performance of duties in relation to the assessment of property and licenses as required by the City Council for the purposes of levying city taxes and licenses in accordance with the laws of the commonwealth.

The Commissioner of the Revenue’s Office has daily interactions with the general citizenry and business owners and maintains a wide range of public records in support of its duties. Responsibilities include:
  • Assessing personal property (vehicle, business, furniture and fixtures, machinery and tools, and public service), business license, and bank franchise
  • Providing assistance to Colonial Heights residents in the preparation of Virginia State Income Tax returns
  • Administering the restaurant meals tax and lodging tax
  • Preparing and submiting reports required by the City Council or Director of Finance regarding the assessment of both property and licenses
  • Supporting other city administrative offices by providing data and information pertinent to property and new businesses
