Sheila Minor has been working in local government finance for over 19 years. She started her local government career as a Revenue/ Budget Analyst in Chesterfield County in 1999. In 2003 she was hired as the Director of Finance for Prince George County, Virginia. While in Prince George, the County redesigned the CIP process for transparency and public input, received the GFOA Certificate of Achievement for Excellence in Financial Reporting for the first time, and received a municipal bond rating increase. She was promoted to Director of Financial Services, where she oversaw the Finance, Real Estate Assessments, Geographic Information Systems, and Information Technology Departments in addition to sitting on the County’s Leadership Team.
Sheila became a local government accounting and financial consultant in 2008, owning and operating Minor and Associates, PLLC. The company has provided accounting and financial consulting services to over 44 localities across the Commonwealth of Virginia. She is an active member of the Virginia Government Finance Officers Association and the Virginia Society of Certified Public Accountants.
Sheila earned Bachelor of Science in Business Management and Master of Public Administration Degrees from Virginia Tech, and is a Certified Public Accountant and Certified Public Finance Officer. She and her husband David have two children, Mykaela and Jenna.
