Colonial Heights City Council Appoints Andrew A. Meyer as City Attorney

COLONIAL HEIGHTS, VA – On September 9, 2025, the Colonial Heights City Council unanimously voted to appoint Andrew A. Meyer as the next City Attorney, effective October 8, 2025. Mr. Meyer succeeds former City Attorney Hugh P. “Chip” Fisher, III, who retired after 19 years of dedicated service to the City.
Mr. Meyer joins Colonial Heights from the City of Chesapeake, where he served as an Assistant City Attorney for more than four years. In his most recent role, he was lead counsel for Chesapeake’s Department of Development and Permits, Board of Zoning Appeals, and Department of Information Technology. Before joining Chesapeake, Mr. Meyer practiced law as a solo practitioner for approximately 12 years. His earlier legal experience also includes work in Cleveland, Ohio and Covington, Kentucky between 2005 and 2009.
Mr. Meyer holds a Juris Doctor from the University of Cincinnati College of Law and a Bachelor of Arts from Ohio University, where he double majored in Political Science and History.
“We are very excited to have Andrew as part of the City team,” said Mayor Greg Kochuba. “He brings vast experience and knowledge to the City Attorney’s Office.” Mr. Meyer, his wife, and their two children will be relocating to reside here and join the Colonial Heights community.
