I want to begin this article by thanking the citizens of Colonial Heights for giving me the honor and privilege to serve as your Commissioner of the Revenue for the past 12 years. As you should already know, I did not seek another term and you elected a very capable Danny Bowles as your next Commissioner beginning January 1, 2026. Thank you all for your support over these past years. I look forward to seeing you around our fine City.

This past year, our assessing and financial software used by this office and the City as a whole was upgraded. It did produce a few new challenges for both real estate and personal property, however, they were easily remedied, in my opinion, in very short order. The 2026 billing cycle should produce an even better result for citizens and businesses alike. 

General Reminders:

•  When changing your address with DMV, please be sure the garage jurisdiction is correct. There are scenarios where your mailing address     is different than where your vehicle is normally garaged. You get assessed by the garaging jurisdiction. Your Garage Jurisdiction should say Colonial Heights City.

•  I continue to request that you let us know about any changes to your address or what you own as soon after they occur as possible. It remains our goal to get it right every time and we need your help in doing so.

•  Active Duty military with an out of state HOR, you must provide us with a current LES each year to be exempt from personal property taxes and license fees.

•  New business owners are required to get a Business License PRIOR to opening.

•  All businesses in the City should now have a renewed 2025 Business License.

  You must keep your name and address updated at DMV. Changes are required by State Law within 30 days. You can do that on the DMV website or visit our new DMV Select located in City Hall.

•  Colonial Heights does not pro-rate personal property tax. You pay the yearly tax on the vehicles you owned on January 1 regardless of when you move or when you may sell it.

  Personal Property purchased in 2025 will not get taxed until 2026.
