The City of Colonial Heights VA herby solicits qualified and interested firms, to submit proposals and statements of qualifications, for the City's requirement contract for "on-call" environmental services.

Sealed proposals, subject to the specifications and conditions herein and attached hereto, will be received in the City of Colonial Heights Finance/Purchasing Department, City Hall - 201 James Avenue -2nd Floor, Colonial Heights VA 23834, until but not later than 2:00 PM EDT Friday, May 21 2021.

The scope of work may include but not be limited to the following:
  • Geological investigations:  characterizations and interpretations of subsurface conditions; hydrogeology and water observations. 
  • Environmental studies:  Phase I, II, and III environmental assessments and all appropriate inquires, recognized environmental conditions, remediation analysis and design, air, soil. and water quality studies.
  • Underground Storage Tanks (UST) and Aboveground Storage Tanks (AST):  oversight of the removal and disposal of ASTs/USTs, analysis and recommendations for remediation of contaminated soils should any be encountered. Provide all documentation and reporting to VADEQ consistent with current regulations.
  • Landfill compliance:  groundwater and gas monitoring services per existing consent order/post closure care plan for closed, unpermitted landfill within city limits; preparation of semi annual and annual reports per Virginia Department of Environmental Quality requirements; recommendations for remediation and consulting to terminate monitoring requirement of post closure care plan.  
  • Hazardous Material Removal:  provide consulting and recommendations for any hazardous material spills, or material that may be discovered during activities including but not limited to building renovations, demolition, landfill compliance work, or new construction. 
  • Stormwater Compliance: assist with monitoring and inspections associated with maintaining  compliance with the City's MS4 and VSMP responsibilities. Assist with TMDL reporting and compliance.
