Payments by check or money order can be dropped off in the 24-hour drop box located at City Hall.

We accept VISA, MASTERCARD, and DISCOVER, both debit and credit cards, at all registers in our office.

The City will charge a 2% fee for use of credit and debit cards for on-line and in person payments with the exception of payments to the Recreation & Parks Department which have a separate transaction fee.

The 2% fee will apply to payments such as real estate tax, personal property tax, utility bill payments, and other transactions.

No additional fee will apply for payments made by e-checks, checks, or cash.

Pay Over the Phone

The City of Colonial Heights accepts credit card payments over the phone. Major credit cards accepted are: MasterCard, VISA (note: VISA does NOT accept payment for Utility Bills), American Express, and Discover. Just follow these simple instructions.

• Enter jurisdiction code for Colonial Heights (1056)
• Press 1 to pay Personal Property Tax
• Press 2 to pay Real Estate Tax
• Press 3 to pay Utility Bill
• Press 4 to pay Parking Ticket
• Enter account number from your bill
• Enter day-time phone number
• Enter the payment amount
• Enter credit card information
• Wait for your receipt number

There is a fee for this convenience. After you enter the amount you wish to pay, the system will tell you the fee and add the fee to the payment. You will have the option to authorize the payment. The system will give you a verbal receipt number. Prior to authentication, you may cancel the transaction if the fee is unacceptable to you.
